Electronic access control
Fobs, cards, phone credentials and the wiring behind them, plus the two questions that decide whether the building or the installer controls the system.
Access control replaces a key with a credential and a record. A fob or a phone opens the door, the system logs which credential opened it and when, and a lost credential is deleted instead of triggering a rekey. That is the appeal, and it is real. What buyers underestimate is that an access control system is a long-term supplier relationship, not a purchase, and that egress law does not bend for electronics.
What a licensed locksmith actually does

Opening survey
Each door is assessed for what the electrified hardware has to do there: door type, frame material, whether the assembly is fire rated, and how a cable can physically reach it.

Egress and life safety review
Before any lock is specified, the question is how people get out of that door during a fire or a power failure. The adopted building and fire codes govern this, and the local officials hold the determination.

System and credential decision
Controller, reader, credential format, and whether the software runs on a server in the building or as a hosted service with a recurring fee.

Rough-in and cabling
Cable is pulled to each opening and to the controller location. On older New Jersey buildings with plaster, masonry and no accessible ceiling, this is frequently the largest single cost on the job.

Hardware installation
Electric strike, electrified lockset or magnetic lock is fitted, along with power supply, request-to-exit device and door position switch where the design calls for them.

Programming and testing
Credentials are enrolled, schedules and permissions are set, and every opening is tested for normal operation, fire alarm release and loss of power.

Handover
Administrator credentials, documentation, the credential list, and written instructions for adding and removing users. This step is skipped more often than any other.
The parts of a system
Every access control installation, regardless of brand, is the same six pieces:
- The credential. A fob, a card, a phone, a PIN, or a biometric read.
- The reader. The device at the door that reads the credential.
- The controller. The board that decides whether that credential opens that door at that time.
- The locking hardware. An electric strike, an electrified lockset, or a magnetic lock.
- Power. A supply with battery backup, sized for the hardware on it.
- The software. Where users are added and removed, and where the log lives.
A quote that prices readers and credentials but stays quiet about controllers, power and cabling is not a quote for a working system.
Egress law does not bend for electronics
This is the part that separates a compliant installation from an expensive liability.
A door that serves as a required exit has to let people out. The building code adopted in New Jersey carries specific provisions for access-controlled egress doors, for electromagnetically locked doors released by a sensor or a switch, and for delayed egress where it is permitted at all. Each one comes with conditions attached: manual release, release on power loss, release on fire alarm activation, and signage.
Delayed egress is not a general purpose tool
Delayed egress, where the code allows it, permits a short delay before the door releases, and it is restricted by occupancy type and tied into the fire alarm. It is not a general purpose way to keep people from leaving through a back door.
The determination on any of this belongs to the local construction official and fire official. A licensed locksmith can tell you what the adopted code requires. Only the local officials can sign off on the building.
Who actually owns the system
Two questions decide this, and they should be answered in writing before installation, not discovered two years later when the company that installed it stops returning calls.
Who holds the administrator account? If the installer holds it and the building does not, then every added employee, every deleted credential and every schedule change is a service call at that company’s rate.
Can anyone else service it? Some platforms are open enough that any qualified licensed locksmith can take over. Others are dealer-locked by design, and the credential format is sold only through the installing dealer. Neither arrangement is illegal. One of them is a single-supplier relationship for the life of the system, and it should be priced as such at the start.
The recurring costs nobody quotes up front
- Hosted software subscription or on-premises license renewal.
- Support or monitoring agreements.
- Replacement credentials, which on a proprietary format can run several times the cost of an open one.
- Battery replacement on power supplies and on wireless locks.
- Firmware updates, and eventually the end of support on a controller generation.
Where this gets expensive in New Jersey specifically
Older buildings are cabling problems. A Paterson mill conversion, a Trenton rowhouse storefront or a Hoboken walk-up gives an installer plaster, masonry, no accessible ceiling and no clear path from the controller to the door. On those jobs the labor to get a cable to an opening frequently exceeds the cost of the hardware at that opening.
The newer rental towers in Hackensack and downtown Jersey City are the opposite case. They arrive with credential access on the common doors already, and the question becomes whether a second system is being bolted onto a first one, and which of the two the management office will actually use.
Ask these
- Which New Jersey licenses does your business hold for this scope, and what are the numbers?
- Who holds the administrator account when the job is finished, and can I see that in writing?
- Is the software proprietary to your company, or can another licensed locksmith service this system?
- Are the credentials a format I can buy from more than one supplier?
- What is the recurring cost each year: hosting, licensing, support, replacement credentials?
- What happens at each door when the power fails, and what happens when the fire alarm activates?
- Does this door serve as a required exit, and how does the design satisfy the egress rules?
- Is any door in this scope a labeled fire door assembly?
Red flags
- A design that locks a required exit door in a way that needs a key or special knowledge to get out.
- Refusal to hand over administrator credentials at the end of the job.
- A proprietary credential that only the installing company can supply, presented as a security feature.
- No written answer to what happens on power loss or fire alarm activation.
- A per door price quoted without anyone seeing how cable would reach the door.
- Recurring software or hosting fees disclosed after installation rather than in the proposal.
- A company that installs electronic security systems and cannot produce a New Jersey license number.

Common questions
Is access control work licensed in New Jersey?
The statutory definition of locksmithing services at N.J.S.A. 45:5A-2(n) covers the installation, servicing and bypassing of electronic locking devices and electronic security systems for controlled access or egress, so this work sits inside the licensed definition. The same Advisory Committee also licenses burglar alarm businesses. Ask which licenses the company holds for the specific scope.
What is the difference between fail safe and fail secure?
A fail safe lock unlocks when power is lost. A fail secure lock stays locked when power is lost, while the door still opens from the inside by mechanical means. Which one belongs on a given opening is a life safety and code question, decided door by door with the local officials, not chosen building-wide for convenience.
What happens to the doors in a power outage?
That depends entirely on the design at each opening, which is why it is a question to ask before signing. New Jersey loses power in nor'easters with some regularity, and a system nobody has tested on battery is a system with an unknown answer. Ask for the test to be part of the handover.
Can access control replace keys entirely?
Rarely, and most buildings end up running both. Older New Jersey stock has openings that are impractical to electrify, and mechanical override is often required anyway. Expect a mixed environment, and expect the keying records to matter as much as the credential list.
Are fobs and cards from different eras interchangeable?
No. Older low frequency proximity credentials and newer smart card formats are different technologies, and mobile credentials are different again. Credential format determines who you can buy replacements from for the next decade, which is why it belongs in the proposal rather than in a conversation after installation.
